The para-transit system was created in 1975 and operating on behalf of the TTC, Metro Toronto and the province of Ontario. WheelTrans was taken over by the TTC in 1986. WheelTrans buses were operated by All Way Transportation Corporation (sold to Vitran Corporation in 1983 and sold in 1991)and ran according to a regular route while others are dispatched through pre-arranged appointments. Some of the system's services are contracted out to outside operators (mainly taxis) using specially equipped minivans.

Since the late 1990s, some regular routes allow disabled passengers to use low floor buses with space for a wheelchair (Orion V, Orion VI, NFI D40LF, Nova LFS) or kneeling buses (Nova RTS). In addition, some subway stations have elevators installed to allow disabled users to ride the subway, namely when the wide-doored Bombardier T1 and T2 cars are used.

- Toronto Para Transit - uses modified minivans (Chevrolet Venture and Chrysler minivans)
- Wheel Chair Taxi - uses modified minivans (Chrysler minivans) and mini buses (Ford chassis)
